STEP-BY-STEP INVESTIMENT GUIDE
To invest in Goiás, the State Secretariat for Economic, Scientific and Technological Development and Agriculture, Livestock and Irrigation – SED is the main interlocution and coordination of the government responsible for supporting national and foreign investors, attending each investment project in a personalized way, Considering the specificities of the enterprise.
The Investor’s Guide below presents the basic trajectory of the phases, stages and activities of the process of attending to the Investment Projects, which involves the provision of institutional instruments of incentives and specialized services of the Government of Goiás, offered through SED, its jurisdictions And other agents that facilitate the business environment in Goiás.
1 PRE-INVESTIMENT FASE
The pre-investment phase refers to the preliminary stages of the Goiás Government’s institutional relationship with the investor, including the demands arising from the initiation of talks and negotiations for the potential implementation of the Investment Project.
1.1 PROSPECTION STAGE
SED acts actively or on demand in the prospection of investments and new businesses.
The objective of this stage is to know the main requirements of the Investment Project, with the identification of the institutional incentive instruments and specialized services that can assist the investor in its decision-making process.
1.2 INFORMATION STAGE
SED offers to the interested investor, directly and/or by means of interlocution with other organs and entities of the Government of Goiás, a set of consulting services that can be provided previously and throughout the implementation of the Investment Project. Check it out:
A) ECONOMIC ADVISORY
The Economic Advisor comprises the presentation of the economic potential and comparative advantages of the State of Goiás, clarifying doubts about the business environment in Goiás, providing qualitative and quantitative information on market intelligence and competitiveness factors relevant to the implementation of the Investment Project.
B) TAX ADVICE
The Tax Advisory includes guidance on state tax benefits and incentives, especially the Goiás Industrial Development Program – PRODUZIR and its subprograms.
PRODUZIR aims to encourage the implantation, expansion or revitalization of industries, stimulating the realization of investments, the technological renovation and the increase of the state competitiveness with emphasis on the generation of employment, income and reduction of social and regional inequalities.
The program grants tax benefits (credit granted) and tax incentives (ICMS financing), financing up to 73% of the ICMS, and can reach up to 98% of ICMS in the West and Northeast regions of Goiás.
The PRODUZIR subprograms are:
I – MICROPRODUZIR: It aims to encourage the establishment or expansion of micro and small companies, whether or not they fall under the Simplified Federal Tax Regime, provided that the invoicing does not exceed the stipulated limit for the Scheme. Financing of up to 90% of the monthly ICMS within 3 to 5 years, limited to 2040;
II – CENTROPRODUZIR: It aims to encourage, through financial support, the installation, in the State of Goiás, of a single distribution center for IT, telecommunication, mobile, electronic and general household products;
III – COMEXPRODUZIR: It aims to support foreign trade operations in the State of Goiás carried out by an importing trading company, including by a trading company, which operates exclusively or predominantly with these operations. Grants an ICMS tax credit, to be appropriate at the interstate exit of imported goods, offsetting the tax due by the company up to 65% on the balance due in the period corresponding to the international operations;
IV – LOGPRODUZIR: It aims to encourage the installation and expansion of companies operating Logistics of Distribution of products in the State of Goiás. The incentive consists in granting credit granted on ICMS incident on interstate transport operations by the logistics company.
C) ENVIRONMENTAL ADVICE
The Environmental Advisory Department provides information on Environmental Licensing, which is the administrative procedure by which the Secretary of State for the Environment, Water Resources, Infrastructure, Cities and Metropolitan Affairs – SECIMA licenses the location, installation, expansion and operation of enterprises and activities Users of environmental resources considered as effective or potentially polluting or those that in any way may cause environmental degradation, considering the legal and regulatory provisions and technical standards applicable to the case, covering the following undertakings and activities:
I – located in more than one Municipality, in conservation units of state domain or whose environmental impacts exceed the limits of a municipality;
II – located or developed in forests and other forms of natural vegetation of permanent preservation;
III – delegated by the Union to the States by legal instrument or agreement.
The Environmental Licensing includes the issuance of the following licenses:
I – Preliminary License (PL) – Must be requested in the planning phase of the implementation, alteration or expansion of the enterprise. This license does not authorize the installation of the project, but approves the environmental feasibility and authorizes its location and technological design. In addition, it establishes the conditions to be considered in the development of the executive project;
II – Installation License (IL) – Authorizes the beginning of the work or installation of the enterprise. The term of validity of this license is established by the schedule of installation of the project or activity, and can not be more than 6 (six) years. Undertakings that imply deforestation also depend on “Authorization to Suppress Vegetation”;
III – Operating License (FL) / Operating License (OL) – Must be requested before the project starts operating, as it is this license that authorizes the start of operation of the work / venture. Its concession is conditioned to the inspection, in order to verify if all the requirements and technical details described in the approved project were developed and attended throughout its installation and if they are in agreement with the predicted in the PL and IL. The period of validity is established, and cannot be more than 10 (ten) years.
In the licensing process, the environmental studies are elaborated by the entrepreneur and delivered to SECIMA for analysis and approval. For each stage of the licensing, there are specific studies to be elaborated.
Environmental licenses may be issued in isolation or successively, according to the nature, characteristics and stage of the undertaking or activity.
In summary, the undertakings or activities that require Environmental Licensing are the following:
I – potentially polluting activities;
II – activities using natural resources;
III – activities of significant environmental impact.
D) FINANCIAL CONSULTING
The Financial Advisory refers to the Funding Lines that the investor can have access to, especially the Central-West Constitutional Financing Fund (FCO), the Central-West Development Fund (FDCO) and the Credit Productive.
The Central-West Constitutional Fund for Financing (FCO) was created by Law Nº. 7.827, of 27.09.1989, which regulated art. 159, item I, subparagraph “c”, of the Federal Constitution, with the objective of contributing to the economic and social development of the Region, through the execution of financing programs for the productive sectors.
The Center-West Development Fund (FDCO), in turn, was created by Complementary Law No. 129, dated January 8, 2009, with the purpose of securing funds for the implementation of development projects and investments in Infrastructure, actions and public services considered as priorities in the Regional Development Plan of the Midwest.
FCO’s resources are used to promote the development of productive activities in the agricultural, mineral, industrial, agro-industrial, economic, tourist, commercial and services sectors of the Central-West Region, and can be obtained by Individuals, Legal Entities, Firms Individuals and Production Associations and Cooperatives.
The person concerned must contact an agency of one of the operators of the Fund, namely:
- Bank of Brazil S.A. (BB), for projects in any municipality of the Center-West Region;
- Bank of Brasilia (BRB), for enterprises located in the Federal District and in the municipalities of Goiás, members of the Integrated Development Region of the Federal District and Surroundings – RIDE;
- Goiás Development Agency (GoiásFomento), for enterprises located in the State of Goiás; Except in the municipalities of Goiânia, which are part of the Integrated Development Region of the Federal District and Surroundings (RIDE);
- Cooperative Bank of Brazil (Bancoob), for enterprises located in the States of Goiás (including in the municipalities of the Integrated Development Region of the Federal District and Surroundings – RIDE);
- Cooperative Credit System (Sicredi), for enterprises located in the States of Goiás (including in the municipalities of the Integrated Development Region of the Federal District and Surroundings;
Banco do Brasil operates with all sizes of borrowers and the other institutions operate with mini, micro, small and medium-sized borrowers.
Financing proposals with resources from the FCO should be presented:
I – by means of a simplified proposal, as suggested by the Development Councils of the Federal District and the GO, MT and MS (CDE) and agreed with the financial agent, in the case of financing of less than R $ 200 thousand in the FCO Programs Rural and R $ 400,000 in the Programs of the FCO Empresarial; And
II – by means of a Letter-Consultation to be delivered to the bank branch, concomitant with the presentation of the proposal, and to be submitted to the prior consent of the CDE, in the case of financing of R $ 200 thousand or more in the Rural FCO Programs and To R $ 400,000 in the FCO Empresarial Programs.
The Productive Credit is a special line of financing granted by the Secretary of State for Economic, Scientific and Technological Development and Agriculture, Livestock and Irrigation (SED), through the Goiás Development Agency (GoiásFomento), to entrepreneurs and entrepreneurs duly legalized, To be trained through the Growing Competitive Project, which aims to strengthen Potential Entrepreneurs, Micro Entrepreneurs Individual Micro and Small Businesses of the State of Goiás.
E) LOCATIONAL ADVISORY
The Locational Advisory refers to a location of suitable areas for the implementation of the Investment Project, including an interlocution with municipalities of Goiás and a visit to land.
In this perspective, the Economic Development Company of Goiás – CODEGO, a joint-stock company under state control, is a member of the Secretariat of Economic, Scientific and Technological Development and of Agriculture, Livestock and Irrigation – SED, and is authorized to grant The following incentives to the investor:
I – Locational support, including operations related to the sale, lease, surface right, authorization, permits and concession of areas for the implementation of productive enterprises that promote economic development, at a subsidized final price in a proportion defined in regulation.
II – Financial stimulus, including the provision of services by collecting the subsidized price in a proportion defined in regulation.
In addition, CODEGO designs and implements, directly or indirectly, industrial areas, especially Industrial Districts, administering them and promoting their disclosures.
F) INFRASTRUCTURE AND LOGISTICS ADVISORY SERVICES
The Consultancy in Infrastructure and Logistics covers the investor, in the perspective of his Investment Project, on the competitive differentials present in the various planning regions of Goiás, with respect to the situation and integration of modalities of road, rail, Waterways and airways, including ports and airports; To energy generation and distribution systems; To water systems, collection and treatment of sewage; Telecommunications networks and data transmission.
G) HUMAN CAPITAL ADVISORY
The Human Capital Advisory incorporates the identification of the professional qualification profiles that are related to the Investment Project, as well as the orientation regarding the availability of skilled labor.
Currently, there are 189 institutions offering Vocational Education in the State, registered in the Ministry of Education (MEC), managed by several networks: federal, state, municipal and private, including the S system.
The State Public Professional Education Network, composed of the Goiás Institute of Technology Institutes (ITEGOs) and Technological Colleges (COTECs), linked to the SED, with an infrastructure capable of serving more than 110 municipalities, was expanded to meet the Goals of the Innovative Future Fellowship Program and business demands, including the implementation of high technology laboratories in support of Local Productive Arrangements.
Regarding higher education, Goiás has 79 institutions: 10 of the public network (2 state, 4 federal and 4 municipal) and 69 of the private network. From the state, one institution integrates the State Public Professional Education Network and the other is the State University of Goiás – UEG, with its 49 campuses.
H) ADVISORY IN INNOVATION AND TECHNOLOGY
The Advisory Office on Innovation and Technology includes making available to the investor the knowledge of public policies promoting and fostering science, technology and innovation that support the development of the business sectors, especially those with the future, prospecting and anticipating trends, and promoting an ecosystem Innovation to increase entrepreneurship and the competitiveness of Goiás companies.
In this sense, the Inova Goiás Program stands out for contemplating a set of actions coordinated by SED, based on the premise that only through the integration between Government, Universities and other Institutions of Science, Technology and Innovation (ICTIs), and the Productive sector it is possible to promote technological development and innovation.
The Government of Goiás fosters this integration through actions that favor the eco-system of Goiás innovation, directing not only efforts for innovation developed by the private sector, but also for actions that strengthen innovation and technology in the public sector.
Regarding the private sector, it contemplates actions that aim to promote the increase of productivity, involving the implantation, expansion and consolidation of innovation environments of the state network of professional education, the network of laboratories and other research and development equipment and technical services rendering And state technology, financing and investing in innovative companies, including nascent companies, supporting patent filing and licensing and training of skilled labor in strategic areas.
With regard to the public sector, it seeks to improve the quality of public services rendered by the Government of Goiás to citizens. Therefore, it seeks to strengthen and expand the technological capacity of the state public sector in terms of technological resources that generate greater intra and inter-agency connectivity, among other actions that promote greater speed and efficiency of public services and the availability of wi-fi in public paces.
The strategic implementation of Inova Goiás’s actions takes place through the Innovation Routes, which connect the Poles of Excellence, which comprise an area of scope with competitive advantages in a given productive sector. The objective is to make each pole a national and international reference in innovation in its sector of activity, and each productive region of the State will have Poles of Excellence in strategic areas of the economy.
The Poles of Excellence will be based on the Network of Technological Institutes of Goiás, ITEGO Network, linked to SED, which offer professional and technological education and development and technological innovation actions. The ITEGO Network will be implemented through the integration of the ITEGOs and COTECs units and will be coordinated with UEG, FAPEG, EMATER and other institutions of education, research and innovation (ICTIs).
The other players of the innovation ecosystem present in each Polo de Excelência will also be supported so that they can meet the demands of the productive sector.
I) BUSINESS OPENING ADVICE
The Business Opportunity Advisory comprises information about the various business start-up models that vary according to the company’s classification, being:
I – MEI – Individual Microentrepreneur;
II – Limited Companies;
III – Consortium;
IV – Cooperative;
V – EIRELI – Individual Limited Liability Company;
VI – Individual Businessman;
VII – Joint Stock Company;
VIII – Joint Stock Company;
IX – Collective Name Society;
X – SPE – Specific Purpose Company.
1.3 NEGOTIATION STAGE
SED promotes the investor’s dialogue with the specialized teams of the agencies and entities that facilitate the business environment in Goiás, aiming at the establishment of negotiation agendas related to the Investment Project.
The most important negotiation points are formalized in a Protocol of Investment Intentions, which is an instrument of commitments entered into between the Government of Goiás and signatory investor, indicating the commitment to adopt joint measures, with a view to streamlining the institutional support instruments And necessary means for the implementation of the Investment Project.
The investor informs the financial values of the project to be applied, as well as the amounts of direct and indirect jobs that will be generated. The Government of Goiás, in turn, undertakes, through the Chief Executive and its organs and entities, to grant fiscal incentives to PRODUZIR – Goiás Industrial Development Program; Develop actions with the CDE – State Development Council and the financial agent to release resources to finance the venture; To undertake actions with the CODEGO – Economic Development Company of Goiás to expedite the appreciation of the lawsuits of areas destined to the implantation of the productive enterprise; Make every effort to ensure that all licensing processes related to the Investment Project are reviewed by the competent body as quickly as possible; Ensure compliance with demand for electric energy in accordance with the specified technical standards; among others.
2 INVESTMENT IMPLANTATION PHASE
SED follows the implementation stages of the Investment Project, promoting the effective management of the Memorandum of Understanding signed by the Government of Goiás and the investor.
2.1 SUPPORT STAGE
The provision by SED of permanent investor support, during the implementation phase of the investment, aims to guarantee full access to the institutional instruments of incentives and specialized services, public and private, assisting mainly in the solution of bureaucratic obstacles.
With the focus on optimizing investor accessibility and according to the characteristics of the Investment Project, SED can articulate several agents that facilitate the business environment, especially:

3 POST-INVESTMENT PHASE
SED maintains a continuous contact service with the investor in the post investment phase, in a job known as aftercare.
3.1 AFTERCARE STAGE
In the aftercare, the service is oriented to solve post-implantation problems, with identification of the new needs and demands of the company, contributing to the fixation and success of the investment.
The work of aftercare is also aimed at companies that are already established in the State, aiming at the maintenance and expansion of investments and new businesses to induce the densification of priority production chains for the economic development of Goiás.
